Im 20. Jahrhundert knüpften die Schweiz und Ruanda enge Beziehungen. Anfängliche Kontakte zwischen Schweizer Missionaren und der ruandischen Bevölkerung festigten sich zu einer vielfältigen zwischenstaatlichen Zusammenarbeit. Die kolonialen und postkolonialen Verbindungen entstanden aus der Vorstellung, Ruanda nach westlichem Vorbild entwickeln zu können, und aus dem Wunsch beider Länder nach nationaler Selbstbestätigung. Die ersten Schweizer in Ruanda waren Missionare. Sie beteiligten sich am Aufbau der katholischen Kirche in Ruanda und besetzten leitende Positionen, darunter das Bischofsamt. Nach der Unabhängigkeit Ruandas 1962 bestimmte die Schweizer Entwicklungshilfe Ruanda zu ihrem Schwerpunktland in Afrika. Sie baute die grösste Produzenten- und Konsumgenossenschaft des Landes (Trafipro) auf. Zudem entsandte die Schweiz zwischen 1963 und 1975 fünf Präsidentenberater nach Kigali. Das Buch stellt die lange Verflechtungsgeschichte der beiden Staaten ins Zentrum, in deren Verlauf es zwischen 1959 und 1973 auch zu Massenverbrechen und Fluchtbewegungen kam. Der Autor analysiert die vielfältigen Interessen auf staatlicher und individueller Ebene sowie die von Widersprüchen geprägte schweizerische Hilfe. Neben öffentlichem Archivmaterial basiert die Studie vor allem auf privaten Briefen, Tagebüchern und Fotos sowie auf Interviews mit damals tätigen Missionaren und Entwicklungsfachleuten aus der Schweiz und aus Ruanda.

On April 6, 1994, an airplane carrying the president of Rwanda Juvenal Habyarimana and Burundian president Cyprien Ntaryamira, who were both returning from Dares Salam, Tanzania, from a one-day regional summit of heads of state, was shot down on its descent into Kigali, Rwanda, by unknown assailants. This book explores the question of whether peacekeeping commanders can be held accountable for a failure to protect the civilian population in the mission area. This requires an assessment of whether peacekeeping commanders have an obligation to act against such serious crimes being committed under domestic and international law. The work uses the cases of the Dutch and Belgian peacekeeping commanders in Srebrenica and Kigali as examples, but it also places the analysis into the context of contemporary peacekeeping operations. It unfolds two main arguments. First, it provides a critical note to the contextual interpretation given to international law in relation to peacekeeping. It is argued that establishing a specific paradigm for peacekeeping operations with clear rules of interpretation and benchmark criteria would benefit peacekeeping and international law by making the contextual interpretation of international law redundant. Second, it is held that alternative options to the existing forms of criminal responsibility for military commanders should be considered, possibly focusing more clearly on failing to fulfil a norm of protection that is specific to peacekeeping and distinct from protective obligations under international human rights law and international humanitarian law.
